Financing with the InvestEU Guarantee
Making strategically important investments for Europe.
Who is it for?
Small and medium-sized enterprises, project companies, and special purpose vehicles.
How does it work?
We make medium- and long-term investments, partially covered by a European guarantee granted to Invest-NL as the European Commission’s implementing partner for the InvestEU program. These are high-impact investments that align with the objectives of European Union policy. The instruments and purposes for which Invest-NL can provide investments are:
Equity or quasi-equity instruments:
- Renewable energy initiatives.
- Demonstration facilities for scaling up innovative technologies and products.
- Investments in knowledge-intensive start-ups and scale-ups in (deep tech) sectors such as photonics, quantum technology, nanotechnology, and high-tech.
Debt financing:
- (Renewable) energy, the circular and bioeconomy, and the sustainable blue economy.
- Making industry and critical raw material chains more sustainable and resilient.
- Knowledge- and technology-intensive sectors such as life sciences, health, innovative manufacturing, and digital technology.
- Mobility.
The available guarantee budget amounts to € 365 million. The investments have a term of 3 to 12 years for an amount not exceeding € 30 million or, in exceptional cases, € 60 million. The European guarantee covers 50% of the nominal value of each investment and enables Invest-NL to offer competitive economic terms. If and to the extent that the investment is not provided on market terms, the intervention is considered state aid for the beneficiary within the meaning of Commission Regulation (EU) No. 651/2014 of the Commission of June 17, 2014, declaring certain categories of aid compatible with the internal market in accordance with Articles 107 and 108 of the Treaty (General Block Exemption Regulation).
