To limit climate change, we must address its cause. This makes the sustainability of our energy system inevitable. Only then can we reduce greenhouse gas emissions and limit global warming.
We are aiming for a carbon-neutral energy system by 2050. This requires firm decisions, both now and in the future. Therefore, we focus on the development and scaling up of sustainable technologies and value chains that we will need the day after tomorrow, as well as on entrepreneurs who are already contributing to sustainability today.
Our strategic choices
The energy transition is complex. Promising projects often get stuck due to funding, infrastructure, or legislation. As a national financing and development agency, we address these funding bottlenecks in two ways: We provide financing to individual companies and projects that make a difference. And we develop solutions for broader funding issues in the market.
The entrepreneurs we finance
Our financing activities focus on companies and project developers:
- who are already working on making our energy system more sustainable and want to scale up, such as with offshore wind or smart energy storage.
- who prefer to start sustainability efforts tomorrow but cannot secure funding for this yet, for example through electrification or CO₂ capture.
- who would like to invest more assertively in the development of energy infrastructure so that they are ready to make investment decisions the day after tomorrow when there is certainty about legislation and regulations, for example in heat or hydrogen projects.
- who develop technologies for a fully CO₂-neutral energy system by 2050, such as a new generation of nuclear reactors or innovative batteries.

With our development activities, we focus on four themes: the manufacturing industry of sustainable technologies, system integration, demand stimulation, and financing for the development phase.
Manufacturing industry
We support sustainable growth in the supply chain and manufacturing industry of sustainable technologies and production processes. By promoting innovation and collaboration, we help companies operate more sustainably and accelerate their development.
System integration
We invest in technologies such as batteries, heat, and hydrogen storage to keep the energy system stable and efficient. By better understanding the financial and societal value of storage, we can develop legal and financial instruments to accelerate its adoption.
Question stimulation
We promote the adoption of sustainable energy through financial and policy solutions that better match supply and demand. This helps companies and consumers switch more easily to renewable energy sources and accelerates the energy transition.
Funding for development phase
We develop financing solutions for renewable energy projects in an early phase, so that innovations can be scaled up more quickly. This reduces the DEVEX gap, the divide between development and market entry, and makes it possible to bring promising technologies to profitability more swiftly.

The Netherlands aims for a sustainable, climate-neutral, and future-proof food system. If we want to continue feeding everyone around the world sustainably, we need to make the switch to plant-based food and adopt a healthier approach to how we manage the land on which we grow it.
For a sustainable future, we need to use our raw materials and natural ecosystems more efficiently. That is why the Netherlands has set itself the goal of being 50% circular by 2030, and to achieve a fully circular and biobased economy by 2050. An economy with minimal resource use, more renewable materials, and innovative supply chains.
We don't know exactly what the technology of the future will look like. But we do know that we depend on it. Our National Technology Strategy identifies ten technologies that are essential for our economic growth, national security, and solving societal challenges. If we want to succeed in this, significant investments are needed to help deep tech companies through the notorious ‘valley of death’.
The level of care in the Netherlands is high, but costs are rising and healthcare is not equally accessible to everyone. We must take action now, otherwise care will become unaffordable and soon one in four Dutch people will have to work in healthcare to maintain the current standards. With dedication, we are committed to a affordable, manageable, and accessible healthcare system.
