New energy for a fully connected grid: CPO 2.0 makes collaboration easier

Invest-NL launches the new Cable Pooling Agreement (CPO 2.0). This revised model agreement supports not only producers but also consumers in jointly using a single electricity connection. The expansion responds to the strong market demand and the recent relaxation by the Authority for Consumers and Markets to add consumers to the so-called cable pooling.

The Dutch electricity grid is reaching capacity in many areas. Companies, developers, and energy projects are experiencing delays or are unable to connect. This hampers sustainability efforts and calls for solutions that make smarter use of the existing network. Cable pooling offers a practical solution: multiple parties share a single connection, making the grid utilisation more efficient.

Legal agreement as the basis for collaboration

To enable investments in solar and wind projects, batteries, and electricity consumption by businesses, it is essential to establish clear agreements regarding access to and use of the shared connection. A legally solid agreement thus forms the foundation for collaboration and attracting financing.

Invest-NL has asked Ventolines to draft a renewed agreement. CPO 2.0 builds on the previous version and helps to combine generation, consumption, and possible storage more intelligently. This reduces the load on the full power grid and creates space for sustainable growth.

The main advantages of CPO 2.0

The renewed CPO supports these collaborations by:

  • Clearly defined agreements between generation and consumption
  • Clear sharing of risks and responsibilities
  • Lower transaction costs and less bespoke tailoring needed
  • Aligns with financing requirements
  • Suitable for both existing and new projects
The energy system of tomorrow

With this standard, involved parties have greater clarity to collaborate and make sustainable energy projects feasible. In this way, Invest-NL contributes to reducing cooperation bottlenecks and facilitating investments necessary for a future-proof energy system.

This directly aligns with our mission: making the Netherlands more innovative and sustainable by supporting projects that are crucial for the energy transition but would hardly get off the ground without our involvement. By reducing legal barriers and accelerating market innovation, we create space for sustainable growth.  Together, we are building the energy system of tomorrow.
