Origin and mission
Invest-NL was established in 2019 to accelerate societal transitions through patient capital. In addition to financing, we leverage our expertise and network. As the Netherlands’ national financing and development institution, we are a private company with the Ministry of Finance as our sole shareholder.
We were founded to address market failures in societal transitions and to provide financing where private parties are hesitant. We also work to reduce regulatory uncertainty and help stakeholders collaborate more effectively on complex investments. In doing so, we ensure that the Netherlands can respond in a timely and effective way to major economic and societal challenges.
Our mission
Progress requires innovative entrepreneurs and projects. But when the risk seems high and the market hesitates, more is needed to kickstart transitions. As a national financing and development institution, we accelerate and finance societal transitions. We remove financial bottlenecks, mobilize capital, and create opportunities for emerging sectors. In this way, we help build a sustainable and innovative future for the Netherlands.

Mobilizing capital
Our goal is to make the Netherlands more sustainable and innovative by mobilizing capital—our own, as well as from market players, governments, and European funds.
Bridging financing gaps
The market doesn’t always finance innovative projects due to high risks, long payback periods, or immature ecosystems. Invest-NL plays a complementary role by enabling investments the market is not (yet) willing to make.
Mobilizing public and private capital
By investing, Invest-NL attracts additional funding from private investors, institutional players, and European funds. This creates a leverage effect that increases available resources for innovation and sustainability. As a National Promotional Institute (NPI), we work closely with European institutions such as the European Investment Bank (EIB) and the European Investment Fund (EIF).
Blended finance and innovative instruments
Invest-NL develops new financing models, including blended finance—combining public and private funding—to support companies and projects that otherwise face difficulty securing capital.
Legal mandate
Invest-NL has a broad legal mandate. According to the Invest-NL Establishment Act (2019), approved by both the House of Representatives and the Senate: “Invest-NL’s objective is to contribute to the financing and realization of societal transition challenges by businesses, and to improve access to business financing—if the market fails to provide adequately.” (Article 3, Establishment Act Invest-NL)
