The demand for charging points for electric vehicles along motorways is growing rapidly. To meet the future electricity demand, larger and future-proof grid connections are necessary, so-called 'land-based charging stations'. Invest-NL investigated, at the request of the Government, the financing possibilities for land-based charging stations. It shows that with public-private financing, the rollout can proceed more quickly and at lower societal costs.
In the Ministerial Letter of 26 August 2025, State Secretary Aartsen announced that the central government is taking the lead in the installation of land-based charging points (SoL). The government is allocating € 65.5 million for this, but the total estimated funding requirement is around € 1 billion. Private financing could provide a solution here.
On behalf of Rijkswaterstaat, in collaboration with the Ministry of Infrastructure and Water Management, Invest-NL examined various financing options for SoL. It appears that a combined approach involving both public and private parties is necessary to accelerate the implementation of SoL. Through a market consultation with banks, private and institutional investors, we asked, among other things: Does SoL fit within existing investment mandates? What risks need to be covered? And which conditions are important for investment willingness?
The responses from the market are positive. Financiers see SoL as an interesting investment in the energy transition. There is capital available, especially if projects are bundled into a larger portfolio. This allows for scale and standardisation. Possible forms of financing include project financing, flexible loans for the construction phase, and platform investments.
At the same time, financiers request more clarity. For example, about the expected income, the division of roles between the government, operators of charging points (CPOs), and network operators, and the division of development and construction risks. With clear agreements on these points, private parties are also willing to invest at an early stage.
Invest-NL sees opportunities to advance SoL together with charging point operators, financiers, and governments. There is a clear opportunity to fund future-proof charging infrastructure through public-private partnerships. With our experience, we are happy to contribute ideas for next steps.
